- Stable, affordable housing is associated with better physical and mental health. Initiatives focus on integrating health services into housing projects, particularly for vulnerable populations.
- As the senior population grows, specialized housing options such as independent living, assisted living, and age-restricted housing are increasingly important. Ensuring affordability and accessibility for seniors is a growing challenge.
- Housing for individuals with disabilities requires accessibility features and often includes supportive services.

South Florida housing costs are one of the biggest challenges for individuals across Broward and Miami-Dade. Over the past decade, The region has seen tremendous growth but has been unable to keep pace with affordable housing supply demands.
- Regional strategies involve coordinated zoning, infrastructure planning, & housing development.
- Mixed-income housing blends affordable & market-rate units in the same development.
- This approach encourages social integration, increases economic diversity, & ensures that affordable housing remains viable even in higher-demand areas.

Housing Affordability & public policy
Housing affordability
is a growing concern
in many communities
across Broward & Florida, as housing costs continue
to outpace income growth.
Public policy can play an important role in addressing this challenge by supporting the development of affordable housing, expanding access to housing assistance programs, and encouraging efficient land use through planning and zoning. These strategies aim to increase the supply of housing and improve access to safe, stable, and reasonably priced homes for individuals and families.
- State-Level Policy: Florida has allocated funds for affordable housing through the Sadowski Fund but has faced criticism for diverting these funds. Additionally, state laws preempt local rent control and zoning efforts, limiting local authority to manage affordability. The Live Local Act is a state law aimed at addressing housing affordability by providing incentives for the development of workforce and affordable housing. It includes measures to streamline zoning regulations, increase the supply of affordable units, and offer tax credits to developers. The Act also requires local governments to prioritize affordable housing projects in certain areas. The Live Local Act was updated in this past Legislative Session.
- Local Efforts in Broward: Broward County has set up an Affordable Housing Trust Fund by voter referendum, invested over $140M in Gap Financing since 2018 and recently published its 10 Year Master Plan. Additionally, the Broward Next Land Use plan contains a number of policy solutions to support housing development.

Homeownership & the Condo Crisis
In Broward, the condo crisis has become a significant barrier to homeownership.
Rising property prices, soaring insurance costs & stricter building regulations have made it increasingly difficult for first-time homebuyers to purchase condos.
- Florida Condo Associations face deferred maintenance issues, and aging buildings are struggling with underfunded reserves for repairs, exacerbating concerns about safety and long-term value.
- The collapse of high-profile buildings, like the Surfside condo tragedy in 2021, has raised awareness about these issues, further deterring potential buyers and increasing the financial burdens on existing condo owners.
- Combined with rising property taxes and insurance premiums, these factors have forced many would-be homeowners to either delay purchasing or turn to less stable rental markets, widening the affordability gap.

Homelessness, Housing Affordability & the Fiscal Cliff
Addressing homelessness
requires a combination
of short-term emergency shelter and long-term permanent supportive housing.
Initiatives focus on providing stable housing first, then connecting individuals to necessary social services that attend to the root causes of homelessness, including mental health & substance use issues.
- Nonprofit organizations play a critical role in the creation, funding, and management of affordable housing.
- These organizations often partner with local governments and developers to implement housing programs, provide direct services, and advocate for policy changes.
